Fox has an older sister Kelli Fox and a younger brother Steven Fox. His father died in 1964 when Fox was two years old. Fox was raised Protestant. He attended multiple schools in Edmonton and eventually graduated from William Awdry School in 1979.

When Fox was four years old his family moved to Vancouver British Columbia. His father wanted to move to the United States at the time but his passport had expired so they settled in Vancouver. Fox has described his father as “a man of great integrity who made incredible sacrifices for his children.”
